Being asked to move to Telegram is not, by itself, a scam signal. It happens constantly in sugar dating and it usually means what it looks like: someone who would rather not have this conversation attached to their main account. What matters is what gets asked for after the move, not the move itself.
But the move does change something specific, and almost nobody explains what. It is not that Telegram is dangerous. It is that Telegram lets someone talk to you without ever becoming a person you could look up.
Being asked to move is not the red flag

The bigger loss happens the moment you leave the app you started in, whichever app you move to.
The moderation goes. The platform that was checking for fake and suspicious accounts is no longer in the conversation.
The verification goes. Whatever the original platform confirmed about who this person is stops applying.
The report button goes. If something goes wrong, there is no longer a company with a record of the conversation and a reason to act on it.
One correction worth making, because a lot of security pages get it wrong: moving to Telegram does not automatically hand over your phone number. By default neither side sees the other's, and Telegram's own documentation says so. What you lose is the accountability the dating app was providing, and that is quite enough on its own.

There is a related tell worth knowing. He will always have a reason he cannot get on camera: bad connection, broken phone, work schedule, timing. One excuse is nothing. The same excuse every time you ask is a pattern.
If it has already gone further than that
Stop replying. Not with a confrontation or an explanation. Any reply confirms the account is worth more effort.
Keep the evidence before you block. Screenshot the profile, the username, the messages, and any payment details you were given. On Telegram this matters more than usual, because the username may not exist next week.
Then block, and report it, to the app you originally met on as well as to Telegram, since the profile that started it may still be there for someone else to find.
